Is this rom for the US Sim version or the Global version of the phone?

This is the US version. Note the model E030U which supports UMTS 1700MHz. The E030L supports UMTS 2100MHz.

I wouldn't run the risk of flashing mine (Global) with this. Wait for the L version.

Thanks rom works great, just got phone came with v9 upgrade to v10, came here and saw v11, I needed the boot and recovery images mainly, so I could build twrp recovery and root my phone.

Anyway flashed complete rom all went well, then modified boot.img and recovery.img for root and built twrp for my phone all working well.

What's the difference in the FL and OTA files? Do you need both? If not, what's the difference in them?  Thanks!

OTA are patch files, not needed unless you want to patch your system, just use full. It's a system that has already been patches.
