Ported latest twrp recovery for coolpad note 3 plus.
Installation :-
Method 1 (for root enabled devices)
Use flashify or Rashr
Method 2 (for non-root devices)
Use SP flash tool and check only recovery partition to flash. Attached find scattered file as well.
