First SIM is working normally, second only with 2G.
Yes! Thats right only 2G on second sim. What do you want me to say about it?
Wanted to know if you will try to solve the issue, or it is the feature and will work in that way always.
Ok! I can't do anything about it right now and you can only use 3G and 4G on one sim card at the time anyways. Not even in miui you can use two cards for 3 4G. But if I understood you right you want to switch data between first and second sim slot. I don't know if thats possible in any custom 5.1 ROM. There is an aosp ROM, but the Camera don't work in that ROM.

yes, you can.
boot into TWRP and flash xposed-v80-sdk22-arm64-(5.1).zip -> wipe cache and dalvik -> reboot -> XposedInstaller_3.0_alpha4.apk and modules that you need
