Sorry VibeUI DEV is only CN/EN and in this case while this rom is a kind of modified dev RU is also included.
I must correct myself lol, this is multilang but as you can see from the posted screens the rom is not fully translated, some menus remain in EN.

VR only in ROW vibeui. Just curios do you have an equipment to benefit the VR??
