Why does not the update go via OTA?

¿por qué no sale la actualización via OTA?

Each time I try to do a local update on my X527…

Upgraded to 19s which gives me the system update option as well as OTA (which says I'm running the latest version).

I want to update to 21s and use the system update method..

Phone starts to load the new update (renamed to "update.zip") progress bar at the bottom of the screen while all of this takes place.

Phone reboots into password screen for TWRP, swipe to continue, then select system reboot and once it's back up and running it is still on 19s…?

    Any ideas?
