If your suffering white screen of death after flashing with other 9500mini .pac files available for this device then this could be your answer to regain handset to operational condition!
** This is for single/rear camera handset only…. **
Once everything is installed correctly on pc (researchdownloader & channel server+ drivers),
Load pac file into research downloader by clicking the gear/cog icon (on far left of window) once loaded then press arrow/play icon,
Now press an hold the volume down/ – button an insert the phone battery now let go of button an insert usb lead should start flashing process, once complete pass be shown in Green, press the stop button on screen then remove usb then battery from phone an wait 20 seconds then reinsert battery an boot up, may take a minute or so to boot first time round…

Finally a rom that worked for me. I was testing options in the reserarchdowload until I could solve the problem of the white screen.Now it works!!!

Perhaps best to use the utility originally recommended by r3cpo. I tried the SpreadtrumUpgrade tool and a surprise, it didn't synch. Maybe it also needs ChannelServer — but this wasn't bundled with it. General 'wisdom' is that ResearchDownload fails with 64-bit MS Windows, and probably not compatible with MS Windows 8, at all.

Can the OP, r3cpo, please tell us what has been done to make this a 'Custom ROM' (note the 'banner' on the upper-right corner of the phone's image).
The only thing I could find is that busybox is present, and I don't think (can't check this any more, after the reflash) this was there on the stock ROM. There's no custom recovery option that I can find, just the 'Factory Test' routine — in the Menu options.
Is there anything else that's been added, if I knew where to look?
After bricking this phone and trying dozens of pac files and images the boot was still ending with white screen. And then I found this post and tried this new pac and voila, it worked. This saved throwing this phone to garbage, I almost gave up with it. Many thanks!!!
