The Rooting process is always same for every Android 2.3 – Android 7 Rom , you just need clockworldmod 6 and s4mini rootkit 2 , you can found them on some xda forums , i hope you liked this rom cuz it's cool

can I download and run WhatsApp in it? Because Lineage 18 isn't it possible
because it's old android , you might need to install an older version of it from the web or tramsfer the older apk file via bluetooth on your S4 mini , i hope this helps
plus this rom is ONLY for Samsung S4 Mini LTE , you can't install it on other phones
