Cyanogenmod 9  for Sony Xperia ion LT-28h(Android icecream sandwich 4.04)

Without Gapps,you can install Gapps from sdcard using recovery.

Download Rashr recovery tool and Rebooter from Google Play Store . In Rashr, select boot.img to flash in "flashing recovery . The boot.img is TWRP version 2.6.3.

Download the rom zip files and Gapps , move to sdcard . Boot into TWRP recovery by using Rebooter .Once into recovery mode, backup your existing rom  ,then select "Wipe" do factory reset, wipe cache and dalvik cache,finally select install zip from external sdcard,scroll down to select the downloaded cm-9-20130929-NIGHTLY-aoba zip file and flash.The first reboot takes few minutes but patient.After reboot, turn off the phone into recovery mode again,select Gapps zip file to install .Then you are done with new rom.

Always backup your phone using recovery before flashing new rom!!!
