Hi, to solve the bootloop after the welcome animation, you can try these steps
1) Open Mtk Droid Tools 2.5.3
2) Connect your N3+
3) When it is recognized, click on "reboot" and choose to reboot in recovery mode
4) Choose wipe and do 3 wipes (factroy, cache, and dalvik)
5) Reboot phone should work
